All of these actions have been sanctioned by chief constables who are bleating that they do not have enough money to do the job to protect the public.
I believe that chief constables are to blame for this debacle, but not solely.
Those who now run police forces, police and crime commissioners, appointed these chief constables.
The Government thought crime commissioners would be a good idea.
Politicians and chief constables have only one thing to learn and that is to be able to say, “We were wrong”.
