Outline plans to build 30 homes in East Ord were unanimously approved by county councillors.
John and Margaret Robertson want to build the properties on a greenfield site at East Ord Farm.
The scheme, recommended for approval, had received three letters of objection, but also the same number in support.
The parish council was also supportive, but had raised a number of issues, including the impact of the new properties on existing services.
However, under the terms of the agreement, the applicant needs to contribute £39,600 towards education and £17,400 for healthcare.
This will be secured by a section 106 legal agreement along with five affordable homes on the site (15 per cent) and a coastal mitigation contribution of £600 per home – a total of £18,000.
