Data from Public Health England, published by Northumberland County Council, reveals the county-wide infection rate was 198.9 per 100,000 on November 24.
This compares to 230.1 per 100,000 on November 22 and 280.7 on November 16.
There were 637 confirmed positive cases in the seven days up to November 24 compared with 739 in the week up to November 22.
Northumberland has been placed in the highest level of restrictions when lockdown ends on December 2.
In contrast, Liverpool which has a rate of 147.2 per 100,000 population and London which has a rate of 182 per 100,000 have been placed in Tier 2.
