The Alnwick star has been given the nod from Mo Marley to join the 18-strong squad to embark on the UEFA European Women's U19 Championship, Final Round in Minsk, Belarus, which gets under way on July 13.
The top four teams in the tournament will a
utomatically qualify for the U19 World Cup in 2010.
If the cluster of teams includes Germany, then it will increase to the top five teams, as Germany will host next summer's World Cup.
And for Lucy, the call-up outlines her potential in the game. At just 17, she is making herself a regular feature in Marley's U19 ranks.
In March, she played in all three matches during the 10 Nation Tournament, in La Manga, Spain.
Cementing her place further, she featured in the trio of matches in Hungary, during the second round of qualifying for the finals in Belarus.
The Sunderland Women's player will be joined in the squad by fellow Lady Black Cats team-mates Demi Stokes and Jordan Nobbs.
But for England to reach 2010's global tournament, they must first tackle the Euros, with Sweden, Norway and Iceland standing in their way at the group stage.
Mo Marley told thefa.com: "People can argue that we haven't been drawn in the same group as Germany and France, but there are two strong groups there.
"The three teams we have to play will be very, very tough for different reasons.
"Norway and Sweden have been two of the top women's teams over the years, at all age levels, and the success of their senior teams has obviously filtered down to their youth set-up, so they'll no doubt be looking to go as far as possible in this tournament.
"Iceland are one of women's football's emerging countries, so I expect them to be very well organised and difficult to beat.
"Our main priority though has to be World Cup qualification."
The Uefa European Women's U19 Championship final is being held on July 25.
